ADOODB Connection error Excel 16 32, bit OLE DB providers

Connection String for Excel 2016 32 bit. The script work without a problem on Office365 Excel version, When the same file is sent to a different user with excel 2016. It get Connection initiation error. "An Error occurred after the connection was established" .
